Lawhern, also the president of the International Hunter Education Association and a DNR Conservation Warden, says there are two areas where Wisconsin turkey hunters have found themselves in trouble in the past. Wisconsin DNR records show roughly 80 percent of accidents during turkey season involve hunters mistaking other hunters for game or hunters failing to positively identify their target. The only legal turkey in the spring is a male or bearded turkey. “If a hunter doesn't see a beard on the turkey, don't shoot,” Lawhern said. “In nearly all incidents where a person is shot by a turkey hunter, the shooter later said they ‘thought' they were shooting at a turkey.” Your favorite hunting region changes its looks, lighting, colors and vegetation as the seasons change. Couple that changing landscape with the excitement of the season, Lawhern notes, and problems can and have occurred. “Imagination with a strong desire to see a turkey can produce a momentary image that isn't real,” Lawhern said. “This moment, while short, lasts long enough for some to pull the trigger.” Hunters in a party of two or more are best served by agreeing to abide by their joint plan for the day's hunt. “Problems occur when birds are not spotted and the hunters decide to separate,” Lawhern said of the scenario when accidents have happened during the last decade. “Soon, one hunter is stalking either the decoy or call of the other. The best way to avoid this situation is to have each hunter stick to a plan that is understood by all in that hunting party.” Lawhern also said turkey hunters – as is the case with all hunters – must practice these four basic safety guidelines when handling their firearms. “Treat every firearm as if it is loaded. Always point the muzzle in a safe direction. Be sure of your target and what's beyond it. A previous pilot program expired in September 2009. The new program has been revamped and expanded, and is significantly different than the previous program. Gary Eddy, Department of Natural Resources ATV administrator said the Legislature enacted another two-year pilot program, and the Utility Terrain Vehicle (UTV) Pilot Program was recently signed into law by Gov. Jim Doyle and is in effect until June 30, 2012. “This law just passed, so we need to give counties time to digest the new law and determine whether they are interested in participating or not,” he said. Interested counties must pass a resolution indicating they want to participate in the pilot program and file it with the DNR and any law enforcement agency within their jurisdiction. Towns within those counties may pass a resolution to opt out of the program if the town doesn't wish to participate. Notable changes from the previous pilot program include: * Different vehicle specifications, including requirements for factory equipped seatbelts and a roll bar, type device. * ATV trails on state and national forest lands may not be participating. * UTVs participating in the program will require Public Use - ATV registration, including for non-residents. * All ATV laws will apply, except that operators age 16 and born on or after Jan. 1, 1988 must complete a DNR ATV Safety Education Course. Operators under age 16 are not allowed to operate a UTV. * Driver's licenses are not required. “It's important for people to know that they have to wait until counties opt into the program. Anyone operating their UTV on trails or roads not officially opened will be ticketed. Just because their UTV is registered, doesn't mean they can go,” Eddy said “Once the pilot program ends, the DNR will again review the data gathered during the program, consult with the counties and then forward the results to the legislature. Some people have asked to see these, FYI for the rest of you. They were taken on 10/14/09. This photo (#54) is what a field should look like or a reference photo. This field is 38 acres. The following 3 photos are from a Barron County farm where we trapped 21 bears (starting August 17), they shot one during the learn to hunt program, they shot 5 on a bear damage shooting permit, and at least 3 more during the regular bear harvest season. These photos are only a sample. I have 31 photos for this farmer. This is fairly heavy, concentrated damage. The small rectangular field is 5.2 acres. (#33) These are two different views of the same fields showing heavy damage but more scattered throughout the field. The square field in the lower left of photo #22 is 16.4 acres. With a total of 107 votes, Joe Baumann of Caledonia, Wisconsin won the Red Green Look-Alike Contest held last month at the Milwaukee Journal Sentinel Sports Show, topping a slate of 15 contestants. Contestants' photos were taken at the Sports Show and posted in the Family Adventure Pavilion, where show attendees were able to cast a ballot for their favorite. The photos were then posted online at mptv.org, where voting continued through March 31. A total of 498 votes were cast. First-place winner Baumann will receive two tickets to Red Green's Live Wit and Wisdom Tour May 8 in Cedarburg, Wisconsin.
