New legislation hinders DNR regulatory process

pollpicAct 21, recently passed by the Wisconsin State Legislature and signed into law by Gov. Scott Walker, has changed the way new hunting and fishing rules will be implemented. The new law doubles the time required to review and approve an administrative rule, so now any new hunting and fishing regulations may not go into effect until two or three years have passed.

Some conservation leaders believe this new law will make it difficult for the Natural Resources Board and DNR to respond to emerging situations with new rules.

"Act 21 has already started to cause severe problems in adopting simple hunting, fishing and trapping regulations," said Chuck Matyska, president of the Wisconsin Wildlife Federation. "Virtually all of the many regulations governing hunting, fishing and trapping in Wisconsin must be adopted by administrative rule and are supported by sportsmen and women.

Volunteers needed to help monitor wolf population in the state

Wolf tracking training sessions and ecology courses set

MADISON - People interested in volunteering to locate timber wolves and other forest carnivores in the coming year and help keep count on the elusive animals can learn how to track wolves during a series of upcoming training sessions.

In Wisconsin wolves continue to be an endangered species under federal law, but may be delisted by end of 2011. The state will be required to conduct intense monitoring of the wolf population for the next five years after delisting.

Volunteer trackers are assigned survey blocks in forest portions of northern and central Wisconsin, and are asked to conduct three or more surveys in their assigned block each winter. Data they gather can be compiled with those of other volunteers to aid Department of Natural Resources biologists in evaluating wolf populations.

Wolf and Carnivore Tracker Training sessions are scheduled:

  • Nov. 5, Ashland, Northern Great Lakes Visitor Center, Highway 2 & G, west of Ashland.
  • Dec. 3, Babcock, Sandhill Outdoor Skills Center, 1 mile north of Highway 173 along County Road X.
  • Dec. 10-11, Tomahawk, Wildlife Tracking with Dr. James Halfpenny, Treehaven UW-SP Field Station on Pickerel Creek Road off County A.

Training sessions run at Ashland, and Babcock will be from 9 a.m. to 3 p.m. Applicants should register as soon as possible because space is limited. There is a small fee for the classes. Training run at Treehaven near Tomahawk will be held on December 10-11 will be by world-renowned tracker, Dr. James Halfpenny. Cost of the workshop has yet to be determined.

2011 Wisconsin gun deer season opens Nov. 19

MADISON -- The 2011 gun deer season opens on Nov. 19 and barring bad weather, wildlife officials say all the pieces are in place for successful season.

news2-deer“I sincerely hope everyone who enjoys and cherishes the traditions and excitement of deer hunting can find time to spend sharing these special days with family and friends,” said Department of Natural Resources Secretary Cathy Stepp. “Wisconsin is a special place when it comes to deer and deer hunting and I want to wish everyone a safe, enjoyable and successful hunt.”

While portions of the state (96 deer management units) are included in Herd Control or CWD seasons that allow for addition harvest to curtail growth, 38 deer management units (DMUs) will have limited or no antlerless harvest to regulate or allow for herd growth, under the in the 2011 deer season structure.

This year, eight DMUs in the northern forest will have buck-only hunting during the archery and gun deer seasons. Some exceptions may apply to qualified members of the U.S. Armed Forces who are home on furlough or leave, Class A and C disabled permit hunters and youth ages 10 through 17 who have an unused any DMU antlerless tag (see 2011 Deer Hunting Regulations booklet for details. The Dec. 8-11 antlerless-only hunt will still be held statewide; however, in the eight units where zero antlerless tags are available, only hunters who qualify under the exceptions listed above will be eligible to hunt.

New in 2011, youth hunters ages 10 through 17 who purchase a firearm deer license will automatically be issued an antlerless permit that can be used with gun or bow in any DMU statewide.

The elimination of earn-a-buck outside of the CWD management zone in 2009 allowed hunters to take bucks and pass on antlerless deer.

Hunters are reminded that coyote hunting is closed in approximately the northern third of the state if any gun or muzzleloader deer hunt is in progress. See the 2011 Wisconsin Deer Hunting or Small Game Regulations for the southern boundary of the closed area. As with all hunting seasons, hunters are reminded to be absolutely sure of their target before they shoot.
