The clinics are taught by members of local fishing clubs and last 45 minutes, and then the young anglers can begin fishing. Classes begin every hour on the hour starting at 9 a.m., with the final session beginning at 2 p.m.

NEWS #2 - DNR spring wildlife and fisheries rules hearing questionnaire available online

MADISON - The complete questionnaire for proposed changes to Wisconsin fish and wildlife rules that will be reviewed at the 2015 Wisconsin Department of Natural Resources spring rules hearings is now available online.
On Monday, April 13, 2015, there will be 72 public hearings [PDF], one in each county where individuals interested in natural resources management have an opportunity to provide their input by non-binding vote and testimony on proposed rule changes and advisory questions relating to fish and wildlife management in Wisconsin.

The questions cover a broad array of statewide and local proposed rules changes for state hunting, trapping and fishing rules, as well as advisory questions from the state Natural Resources Board and Wisconsin Conservation Congress.

County residents have the option to run for a seat on the Wisconsin Conservation Congress, or elect other delegates from their county to represent their county views regarding natural resources on the Conservation Congress. Also, individuals have the opportunity to bring forth new conservation issues of a statewide nature to the attention of the Conservation Congress through the citizen resolution process.
People interested in attending the hearings are encouraged to review the questionnaire on line.
The fisheries questions relate to season, bag limit, and length limit regulations, including:
  • expanding inland trout seasons and reducing the number of special regulations;
  • changing panfish bag limits on 100 lakes to improve panfish average size; and
  • removing or modifying dates and boundaries on 51 fish refuges.
Wildlife questions include:
  • expanding the areas where waterfowl hunting;
  • increasing the limit on the number of small game animals a person is allowed to possess;
  • establish a 9 a.m. opening time on the first day of the pheasant, quail, Hungarian partridge, and southern rabbit seasons; and
  • modifying the spring wild turkey hunting season opening date, among other rule changes.
Meeting results, along with written comments on the evening's questions and DNR recommendations are used to advise the state Natural Resources Board.
Votes are non-binding and are presented to the Natural Resources Board as advisory. The 2015 spring rules hearing questionnaire [PDF] is available by searching the DNR website, dnr.wi.gov for keywords "Spring Hearings."

Hunters called to protect state’s hunting heritage

Survey: hunter numbers dropping

photo courtesy WDNR ©2012
We had 11 hunters, including five kids, at our deer camp last year. Sleeping arrangements were a bit complex, but we made it work. In the moments before dawn, all 11 were up and dressed ready to venture out to their posts to play an assigned role in the group hunt.

That’s hunting in Wisconsin -- steeped in tradition and family values. There are hunting families and camps that have persisted for generations. Others, like ours, can only claim a decade or two of fun stories. If you only talk with hunting friends – in person or electronically – it’s easy to get the feeling there will always be as many hunters as there are today.

A look at statistics gives a different picture, however. The total number of hunters the Wisconsin Department of Natural Resources reported to the federal government has declined from 770,000 in 2000 to about 704,000 in 2010. A recent demographic analysis published in Population and Environment predicts the number of resident male deer hunters will decline by more than 25 percent in the next 18 years. The figures predict an average decline of 1.6 percent per year with the drop off accelerating in the later years.

Moreover, DNR surveys reveal the number of small game hunters has declined by an average 2 percent per year for the past eleven years and attendance at Hunter Education courses has dropped by an average of 2 percent per year since 2000.

The evidence indicates we are at the beginning of a long, steady decline in number of hunters in Wisconsin. With more than 700,000 still hunting in the Badger State, should we respond now? Yes.

Yes, because we still have a lot of hunters. And, hunters are the only ones who will be able to ensure our future by mentoring new hunters. Further, there’s no successful model to follow for recruiting new hunters and hunter numbers are declining around the nation. We need time to learn what works for hunter recruitment in the 21st century.

Get specific advice for specific waters online and with one search

New search feature debuts with updated 2012 fish consumption advice

photo courtesy WDNR ©2012
MADISON – It’s now easier than ever for anglers fishing Wisconsin waters to make sure their catch is safe to eat: Wisconsin's updated fish consumption advice for 2012 is available online and features a new search tool that delivers anglers simplified consumption advice for fish from specific waters to limit exposure to environmental contaminants that may be in the fish.

“Fish are a part of a healthy diet and fun to catch. Fishing gets us outdoors. We wanted to make it easier for anglers to get the right advice quickly and without having to look at different charts in our booklet,” says Candy Schrank, the Department of Natural Resources toxicologist who coordinates fish consumption advice. “We hope people will use the query tool frequently to check advice for eating fish from their favorite fishing spot.”

The new query tool can be found by going to the DNR website dnr.wi.gov and searching for “Eat Your Catch.” Development of this tool was supported by the Department of Health Services’ Great Lakes Restoration Initiative Grant. The grant also supported creation of Hmong and Spanish versions of a two-minute video about Wisconsin's fish consumption advice.

Should the  Youth Hunt, Learn to Hunt and Mentored Hunt be consolidated into one New Hunter Opportunity with one set of rules?

Background: Are youth hunting opportunities getting too complicated to keep track of? Currently, Wisconsin offers three special hunts for youth and novice hunters:

1. Youth Hunts for spring turkey, waterfowl and deer precede the regular open season and allow hunters ages 12-15 who are Hunter Education graduates to hunt with adult supervision and with no competition from older hunters.

2. Learn To Hunt (LTH) events for most game species may be scheduled at any time during the year. LTH events involve four hours of training, hands-on shooting, and a one- or two-day hunt that pairs a novice hunter of any age with a mentor who has at least five years experience hunting the species in question. Hunter education is not required prior to participating.

3. The Mentored Hunt program allows any novice hunter age 10 or older to hunt any species during the regular season for that species under the close supervision of a licensed adult hunter. Only one weapon is allowed, and the mentor must remain within arm's reach or the hunter.

Hunters Network of Wisconsin launched at Wisconsin Hunting Heritage Conference

A new program designed to help recruit and retain hunters was unveiled at the Wisconsin Hunting Heritage Conference Feb. 20 in Rothschild, Wisconsin.

The Hunters' Network of Wisconsin (HNW) is dedicated to helping hunting and wildlife conservation organizations recruit and retain new hunters in order to maintain Wisconsin's hunting heritage, along with the social, environmental and economic benefits it provides.

HNW will use online technology to provide new hunters, mentors and youth with resources and information about mentored hunting and provide a forum in which new hunters and their mentors can share their hunting experiences and connect with others who share their interests in hunting.

“This is an exciting new program that we hope will help recruit new hunters and mentors,” said WDNR chief warden Randy Stark.

HNW is a partnership between the University of Wisconsin-Extension and the Wisconsin Department of Natural Resources. The program is funded by the Pittman-Robertson (PR) Wildlife Restoration Act, a federal program to the states for wildlife conservation programs. PR funds are generated by an excise tax on sporting arms and ammunition.

Top DNR job remains in governor’s control

Gov. Jim Doyle won a major victory on Tuesday when the Assembly failed to override his veto of a bill that would have weakened the governor's control over the Department of Natural Resources. Read full story...
